has declined by 40%.

2003 study of 45 local TV stations found that in 7,560 hours
of programming over one week, only 13 hours (less than 0.5%)
was devoted to local public affairs shows examining issues
of governance or politics.
The
Telecommunications Act of 1996 allowed companies to own
TV stations reaching up to 35% of the national audience.
That cap has since been raised to 39%.
